Thematic Report #4 - Unlocking clean energy finance and investment in Indonesia: The role of guarantees and insurance
This thematic report analyses the role of guarantees and insurance in de-risking clean energy projects in Indonesia. It explores key risks to clean energy financing in Indonesia and provides recommendations on how different types of guarantees could be deployed to mitigate risks in two clean energy sectors: (i) renewable energy; and (ii) energy efficiency.
This paper builds on literature review, a targeted survey conducted in collaboration with the Indonesia Financial Services Authority (OJK), international case studies and stakeholder consultations. The report is an analytical contribution to the Just Energy Transition Partnership (JETP) of Indonesia. It was developed by the Organisation for Economic Co-operation and Development (OECD), through its Clean Energy Finance and Investment Mobilisation (CEFIM) Programme.
