The Just Transition Thematic Report was prepared to complement the Just Transition (JT) framework set out in the CIPP 2023 and as an integral part of the JETP Progress Report 2025. Just Transition principles must be mainstreamed throughout the process of achieving energy transition targets to ensure that Indonesia’s energy transformation is fair, inclusive, and sustainable for all stakeholders. This includes the application of distributive, procedural, and restorative justice. In this context, Just Transition is positioned not merely as an end goal, but as a prerequisite that is embedded at every stage, from planning through implementation.

Indonesia’s Just Transition represents a sustainable, inclusive, and equitable transformation across all economic sectors, ensuring that the shift toward a low-carbon and climate-resilient future is people-centered and benefits all, leaving no one behind (LNOB). This approach emphasizes opportunity creation, equitable support, social justice, and meaningful participation, particularly for vulnerable groups such as workers in carbon-intensive industries, the informal sector, women, youth, and historically marginalized communities. By minimizing socio-economic disruptions through reskilling and upskilling, social protection measures, economic diversification, and the creation of decent work opportunities, the Just Transition serves as a catalyst for sustainable economic growth, social equity, and environmental sustainability in Indonesia.
