Launched at the G20 Summit in November 2022, JETP was established as a strategic and financial partnership to help Indonesia accelerate a just and affordable transition from conventional energy sources to cleaner and more sustainable energy systems. Since then, the partnership has brought together the Government of Indonesia, the International Partners Group (IPG), the Glasgow Financial Alliance for Net Zero (GFANZ), development partners, and private sector stakeholders to support the country’s long-term energy transition agenda. 

Building the Foundation

During its initial phase, JETP focused primarily on developing the policy, regulatory, and institutional foundations necessary to support the transition.

Several important milestones were achieved during this period. These included support for renewable energy regulations, including the issuance of Ministry of Energy and Mineral Resources Regulation No. 11/2024, the development of the Comprehensive Investment and Policy Plan (CIPP) and its supporting analytical studies, as well as contributions to the preparation of the Electricity Supply Business Plan (RUPTL) 2025–2034.

The partnership also supported Indonesia’s commitment to limit the development of new coal-fired power generation, in line with Presidential Regulation No. 112/2022. On the financing side, approximately USD 3.07 billion in commitments progressed toward financial close, demonstrating growing investor confidence in Indonesia’s clean energy transition. While these achievements laid an important foundation, stakeholders increasingly recognized the need to move beyond planning and focus on implementation.

A New Outlook for JETP 2.0

Launched in January 2026, JETP 2.0 represents the next phase of the partnership, with a stronger emphasis on execution and tangible results.

A key development supporting this transition is the establishment of the Energy and Green Economy Transition Task Force (Satgas Transisi Energi dan Ekonomi Hijau/TEH) under the Coordinating Ministry for Economic Affairs (CMEA). The task force is expected to strengthen cross-ministerial coordination and ensure that JETP activities are aligned with Indonesia’s broader national development priorities.

International support for the partnership has also evolved. Since early 2025, Germany has joined Japan as co-lead of the International Partners Group (IPG), reinforcing international commitment to Indonesia’s energy transition journey.

Looking ahead, JETP 2.0 will prioritize the acceleration of renewable energy deployment, expansion of transmission infrastructure, and implementation of electricity sector transition projects identified in the RUPTL 2025–2034. Beyond supporting emissions reductions and energy security, these initiatives are expected to create new economic opportunities through green jobs, clean industries, and sustainable investment.

Role of JDU

The JETP Delivery Unit (JDU) carries out operational functions that support JETP implementation while maintaining a neutral position. The JDU facilitates coordination among ministries and agencies, international partners, financing institutions, and project developers; monitors and communicates implementation progress; and advances the renewable energy and transmission project pipeline in alignment with the RUPTL.

The JDU does not replace the role of the government, line ministries, or financing institutions, and has a limited public representation role. Its primary focus is to support the strengthening of coordination, transparency, and the resolution of implementation barriers, supporting JETP's execution under government leadership through close coordination with the Satgas TEH.

By strengthening coordination, advancing priority projects, and fostering collaboration among domestic and international stakeholders, JETP aims to support Indonesia in achieving a just and sustainable energy transition while contributing to long-term economic growth and national development.
