This thematic report examines financing mechanisms for high-risk renewable energy projects, focusing on small-scale and isolated clean energy solutions, including off-grid systems and grid-connected distributed renewables. The scope includes decentralised renewable energy projects (solar, hydro, wind, and hybrid technologies) in remote areas and distributed generation linked to local grids, such as community mini-grids, IPP projects under 10 MW, and rooftop solar.

The analysis is based on literature review, stakeholder consultations, and assessment of regulatory and financial frameworks. The report is an analytical contribution to the Just Energy Transition Partnership (JETP) of Indonesia. It was developed by the Organisation for Economic Co-operation and Development (OECD), through its Clean Energy Finance and Investment Mobilisation (CEFIM) Programme.
